EVERTON PARISH COUNCIL
Minutes of a meeting of the Council held in the
Village Hall on Monday 4th April, 2005

04/05/329 APOLOGIES
An apology for absence was submitted from Councillor Troop (unwell).
04/05/330 DECLARATIONS OF INTEREST
Councillor Jefferies declared a personal interest at agenda item 13 (NALC Northern Area Committee Reports), being the Parish Council representative on the Northern Area Committee.
Councillors Jefferies and Bardsley each declared a personal interest at agenda item 12 (North East Bassetlaw Forum Reports), being members of the North East Bassetlaw Forum
04/05/331 MINUTES OF THE LAST ORDINARY MEETING OF THE COUNCIL, HELD ON 7TH MARCH, 2005
The Minutes of the last ordinary meeting of the Council, held on 7th March, 2005, were approved as a correct record.
04/05/332 MATTERS ARISING
The Clerk referred to Minute No. 04/05/316 (Freedom of Information) and reported a letter from Bassetlaw District Council which indicated that, with regard to Parish Council information held by Bassetlaw District Council, it did not wish the format in which it was held to be published.
The Clerk also referred to Minute No. 04/05/324 (Lighting at Carr View, Everton), informing Members that the resident of Carr View referred to was still unhappy with the new light. A1 Housing Bassetlaw Ltd. had agreed to revisit the tenant.
04/05/333 PUBLIC DISCUSSION
(a) Mrs. K. Martin raised residents’ concerns regarding the intended withdrawal of Lincolnshire Roadcar service 98X on 11th April, 2005. On the face of it, this would cause problems for people wishing to visit Bawtry, especially those needing to see the doctor. It would also have financial implications for people forced to break their journeys into South Yorkshire.
The Clerk informed Members that this matter had already been raised by District Councillor Martin, who had informed him that County Councillor Bullivant was looking into the matter.
Resolved:- That the Clerk research the precise position regarding the effect of this withdrawal on Everton bus services, and make representations to Nottinghamshire County Council if appropriate.
(b) Mrs. Martin also referred to a letter which she and Mrs. A. Hickman had sent to the Parish Council, expressing concerns regarding the current state of affairs regarding motorcycling scrambling, etc. at Harwell Woods. The letter would be referred to later on the agenda. Mrs. Martin also wished to point out that the gate at the entrance to Barrow Hills SSSI at the top of Pinfold Lane required attention. Members agreed to inspect the gate in due course.
Mrs. Martin added that she had met Mr. Thornely Taylor whilst walking in the woods and he had assured her that he was keeping an eye on things. He also confirmed that there was a risk of fires spreading as a result of obstructions in the woods.
04/05/334 ACCOUNTS
Resolved:- That the April Accounts be approved for payment.
04/05/335 BANK RECONCILIATION
Members received the bank reconciliation statement to 28th February, 2005.
04/05/336 BUDGET MONITORING
There were no changes which needed reporting regarding 2004/05. As regards 2005/06, the Clerk informed Members that Bassetlaw District Council had increased the Cemetery grant from £287 to £483.
04/05/337 RISK
(a) There were no changes to the Parish Council's risk profile since the last meeting.
(b) Approval was given to the draft inspection schedule prepared by the Clerk.
(c) Letter was submitted from Everton Primary School, making various comments about the street cleaning carried out by pupils, in particular with regard to risk avoidance, and requesting the Parish Council to provide reflective waistcoats.
Resolved:- That the Clerk endeavour to obtain sufficient reflective waistcoats for everyone involved in street cleaning.
04/05/338 MEMBERS’ SURGERIES
Councillors Maclagan and Marsh held at surgery on 19th March, 2005, when a resident attended to complain about lack of street name signage on that part of Gainsborough Road going up the hill towards Drakeholes. This caused problems with delivery drivers not being able to locate properties. Furthermore, the problem was compounded by the fact that the existing direction signs were seldom cleaned.
The Clerk had written to Bassetlaw District Council about the first issue and Nottinghamshire County Council about the second. A letter had since been received from Bassetlaw District Council indicating that a site visit would shortly take place.
A resident who was unable to attend the surgery had earlier contacted Councillor Maclagan regarding residents’ concerns over quarry lorries using Mattersey Road. The Clerk had taken the matter up with Nottinghamshire County Council and was awaiting a response.
04/05/339 PARISH PLAN
(a) E-mails were submitted from Bassetlaw District Council regarding Airport consultation arrangements. This matter would be discussed later in the agenda at North East Bassetlaw Forum Reports.
(b) An E-mail was submitted from Mrs. Susan Hughes regarding the work of the Community Facilities Group, and particularly referred to funding available for education. The E-mail had gone out to a wide audience, and Mrs. Hughes was seeking responses.
The Clerk agreed to contact Mrs. Hughes on her return from holiday, to ascertain what progress had been made. He would also remind her of the need to finalise arrangements for the visit to the community shop at Litton.
(c) Councillor Bardsley confirmed that he would be convening a meeting of the Parish Plan Working Party on Mrs. Hughes’ return from holiday. He added that it appeared that the only initiative of the Youth Group currently continuing was YHEDS. He understood that the proposed bike track had been costed at around £7,000, and the possibility of moving forward with it would be considered at the forthcoming meeting of the Parish Plan Working Party.
04/05/340 NALC NORTHERN AREA COMMITTEE
The minutes of the meeting held on 21st February, 2005 would be circulated amongst Members. The Chairman informed Members that reports from the meeting would be submitted to the meeting of Bassetlaw Parish Council Liaison Committee, to be held on 13th April, 2005.
04/05/341 NEBF REPORTS
The Chairman and Councillor Bardsley submitted a brief report on the meeting of the North East Bassetlaw Forum, held on 29th March, 2005, Full minutes would be available in due course. The meeting had mainly covered the following:
Ÿ Dog fouling - an excellent presentation was given by the Animal Warden
Ÿ Robin Hood Airport consultation arrangements being put in place. It appeared that airport traffic levels would be up to expectation.
Ÿ Nottinghamshire County Council - Planning for the next ten years
Ÿ Affordable Housing
As regards Airport consultation, District Councillor Martin informed the meeting that the noise monitoring committee was purely a technical committee at which officers would be present but not parish councillors. Councillor Martin was trying hard to get better consultation arrangements generally, but he felt that the community was being let down by the authorities. The Clerk agreed to endeavour to put Everton on the Airport update mailing list.
District Councillor Martin also informed the meeting that the September meeting of the Forum would be solely given over to the subject of affordable housing.
04/05/342 QUALITY PARISH COUNCILS
(a) Letter was submitted from The Rt. Hon Alun Michael, MP, Minister for Rural Affairs and Local Environmental Quality, regarding grants available to ‘Quality’ parish councils from a £450,000 investment fund backed by DEFRA and the Countryside Agency, aimed at improving local services.
The letter also encouraged parish councils to apply for quality accreditation.
In the circumstances, the Clerk had written to the Minister, explaining how frustrating it was for Everton Parish Council to have to wait until May, 2006 before it could make an application, simply because it failed by just 2.23% on the 80% electoral mandate requirement at the 2002 parish council elections.
A response had been received earlier in the day from DEFRA, in which it was accepted that electoral mandate requirement was a problem for parish councils such as Everton. The Clerk was invited to telephone DEFRA to discuss the matter, and he intended to do so the following day.
(b) The Clerk informed Members that the Spring newsletter would shortly be published.
04/05/343 PARISH PATHS PARTNERSHIP
(a) Pursuant to Minute No. 04/05/310(b) of March, 2005, the Clerk submitted further letters from residents of Everton and Mattersey in support of the Parish Council's endeavours to have a public path creation order made in respect of the old Mattersey Road. More letters were expected.
(b) Pursuant to Minute No. 04/05/310(c) of March, 2005, Councillor Dunn confirmed that he had visited Croft Farm, Tethering Lane and had requested Mr. Bob Knowles at Nottinghamshire County Council to replace the signpost at path 1 with a post without finger but with a direction arrow. Councillor Dunn had also expressed concern to Mr. Knowles about a locked gate on path 1 with a small paving slab to allow people to get by the gate. Mr. Knowles would have a look next time he was in the area.
04/05/344 HIGHWAYS
(a) Pursuant to Minute No. 04/05/311(a) of March, 2005, the Clerk reported that there had been a further delay in installing the beacon on the pedestrian refuge. It was now anticipated that the beacon would be installed by the beginning of the following week.
(b) Following the demolition by vehicular impact of the brick-built bus shelter on the A631 on Sunday 13th March, 2005, Nottinghamshire County Council had cleared the site, and the Clerk was informed that a modern steel and glass shelter was to be provided by the County Council. After taking instructions from Members, the Clerk agreed to contact the County Council in order to seek a firm assurance that a new shelter was to be provided.
(c) Letter was submitted from Nottinghamshire County Council regarding various highway matters. As regards the proposed traffic regulation order on High Street, the County Council had lost Mr. Sykes’ recent letter and the Clerk was asked to inform Mr. Sykes of the current position.
04/05/345 TUNNEL TECH NORTH LTD.
Councillor Marsh reported that there had been several bad smell days recently. Statistics provided by Bassetlaw District Council indicated that Tunneltech management was not reporting incidents to Bassetlaw in the same numbers as Councillor Marsh, and the Clerk agreed to look into the matter.
Councillor Marsh also informed Members that issue of the final Process Guidance Note for the industry had been delayed.
04/05/346 FIRST RESPONDERS
Letter was submitted from Blyth Neighbourhood First Responder Unit, thanking the Parish Council for its donations for 2004/05 and 2005/06.
04/05/347 WRVS
Letter was submitted from the WRVS requesting financial assistance.
Resolved:- That a donation of £30 be made.
04/05/348 STANDARDS BOARD FOR ENGLAND GUIDANCE: LOBBY GROUPS, DUAL-HATTED MEMBERS AND THE CODE OF CONDUCT
Letter was submitted from Bassetlaw District Council, explaining the above Guidance, copies of which had already been circulated to Members.
04/05/349 CRIME
The crime statistics for March were submitted.
04/05/350 HARWELL WOODS PROBLEMS
Pursuant to Minute No. 04/05/327 of March, 2005, consideration was given to a report by Councillor Maclagan on the recent site meeting attended by himself, Councillor Marsh, P.c. Gregson and Mr. T. Scourfield. Other documents submitted to the meeting included a letter from Thornely Taylor Estates Company on action agreed at the site meeting, a letter from Mesdames Ann Hickman and Krystyna Martin (referred to earlier in the meeting), and E-mail correspondence with Nottinghamshire County Council Rights of Way Section.
After some considerable discussion, Members agreed on future action necessary to attempt to bring the motorcycling scrambling problem under control.
The Clerk was asked to respond to the letter of concern from Mesdames Hickman and Martin.
04/05/351 AUDIT OF THE ACCOUNTS OF THE PARISH COUNCIL AND JOINT BURIAL COMMITTEE FOR THE YEAR ENDED 31ST MARCH, 2005
Letters were submitted from UHY Hacker Young, giving notice that the audit of accounts would commence on 30th June, 2005.
04/05/352 REGIONAL SPATIAL STRATEGY FOR THE EAST MIDLANDS (RSS8)
Letter was submitted from the Government Office for the East Midlands, giving notice that the above document was published by the Secretary of State on 17th March, 2005.
04/05/353 PROPOSED HOUSE NAME: PADDOCK HOUSE, BAWTRY ROAD, EVERTON
Letter was submitted from Bassetlaw District Council regarding the above.
Resolved:- That Bassetlaw District Council be informed that the Parish Council did not object to the proposed name, but considered that the owners of Paddock Edge, Chapel Lane, Everton should be consulted.
04/05/354 CPRE BEST KEPT VILLAGE COMPETITION 2005
The Clerk agreed to contact the CPRE to endeavour to obtain details of judging criteria.
04/05/355 CEMETERY MATTERS
(a) Letter was submitted from North Notts. Landscapes Ltd., advising that certain vegetation was in need of attention, including a number of multi-stemmed self sets which were growing within grave surrounds. The cost of the work would be £150.
Resolved: That the Joint Burial Committee be recommended to have the work carried out.
(b) Letter was submitted from Central Networks giving details of electricity plant in the Cemetery.
The Clerk, in his capacity of Clerk to the Joint Burial Committee, would write to Central Networks, seeking confirmation that an electricity cable in the Cemetery extension was no longer live.
(c) Letter was submitted from S. P. Davis Memorials Ltd., seeking approval to an additional inscription on a memorial.
Resolved: That the Joint Burial Committee be recommended to approve the inscription.

Resolved:- That the Annual Parish Meeting on 25th April, 2005 commence at 7.15 p.m.
