EVERTON PARISH COUNCIL
Minutes of a meeting of the Council held in the
Village Hall on Monday 6th March, 2006
Present: Councillor J. Dunn, Chairman. Councillors Bardsley, de Bel,
Jefferies, Maclagan, Martin and Woods, together with District Councillor
Martin
05/06/304 APOLOGIES
Apologies for absence were submitted by Councillors Bacon (holiday) and Marsh
(family commitment).
05/06/305 DECLARATIONS OF INTEREST
Councillor Maclagan declared a prejudicial interest at agenda item 17
(Metcalfe Recreation Committee – Copy Letter from Everton Primary School),
being a trustee of the Metcalfe Charitable Trust, and left the meeting during
consideration of that item. Also at that item, Councillor Bardsley declared a
personal interest, being a member of the Metcalfe Recreation Committee,
Councillor Dunn declared a personal interest, being a trustee of the Metcalfe
Charitable Trust, and Councillor Woods declared a personal interest, being a
school governor.
Later in the meeting at agenda item 5 (Housing Needs Survey – To Meet Carole
Turner, Rural Housing Enabler at Nottinghamshire Rural Community Council),
Councillor Jefferies declared a prejudicial interest, being Chairman of
Nottinghamshire Rural Community Council, and left the meeting during
consideration of that item. She also declared a personal interest, as did
Councillors Bardsley and de Bel, being members of North East Bassetlaw Forum
to which an application for funding was to be made.
05/06/306 MINUTES OF THE LAST ORDINARY MEETING OF THE COUNCIL
The Minutes of the last ordinary meeting of the Council, held on 6th February,
2006, were approved as a correct record.
05/06/307 MATTERS ARISING
There were no matters arising.
05/06/308 HOUSING NEEDS
Ms. Carole Turner, Rural Housing Enabler at Nottinghamshire Rural Community
Council, was present to give a presentation on housing needs surveys.
During the ensuing discussion, Members pointed out the advisability of a
survey taking place in the Parish in view of the steer given by the Parish
Plan. In this regard, Ms. Turner pointed out that there was no funding
currently available to carry out analysis of completed questionnaires,
although funding may become available in the future.
The Clerk drew attention to the fact that Gringley on the Hill Parish Council
had recently decided to make a request to the North East Bassetlaw Forum for
the necessary funding to enable a survey to take place in June, 2006. When
submitting the application, he had also made a provisional application for
funding to enable Everton to have a survey at the same time as Gringley on the
Hill.
After considerable discussion, Ms. Turner was thanked for an interesting and
informative presentation.
Resolved:
(a) That it be the intention of the Parish Council to carry out, in
partnership with Bassetlaw District Council and Nottinghamshire Rural
Community Council, a housing needs survey in June, 2006.
(b) That the provisional request already made to the North East Bassetlaw
Forum for funding for the analysis, etc. be formalised.
05/06/309 PUBLIC DISCUSSION
There were no members of the public present.
05/06/310 ACCOUNTS
Resolved: That the March Accounts be approved for payment.
05/06/311 BANK RECONCILIATION
Members received the bank reconciliation statement to 31st January, 2006.
05/06/312 BUDGET MONITORING
The Clerk submitted the March budget monitoring statement, which showed an
estimated year-end balance of £6,420.
05/06/313 RISK REVIEW AND ASSET INSPECTION
There were no matters to report.
05/06/314 QUALITY PARISH COUNCIL ACCREDITATION
Further discussion took place about the need to comply with the 80% electoral
mandate requirement at the forthcoming parish council elections on 4th May,
2006.
Resolved: That the Clerk write an article for publication on the front page of
April HEDS Together, drawing attention to the Parish Council’s support for a
contested Parish Council election and the desirability of candidates offering
themselves for nomination.
05/06/315 PARISH PATHS PARTNERSHIP
(a) Pursuant to Minute No. 05/06/287 of February, 2006, a letter was submitted
from Allianz Cornhill Insurance plc, giving its advice, but suggesting that
professional legal advice be sought. The Clerk reported that he had not yet
had a reply from Nottinghamshire Association of Local Councils’ Legal
Department, and agreed to follow the matter up.
(b) Pursuant to Minute No. 05/06/287(c) of February, 2006, the Clerk reported
that he had received two letters from local residents relating to over 20
years’ use of the walk from Nutcroft Way to Barrow Hills through The Shroggs.
Further letters were awaited.
(c) The Clerk reported that he had written to Nottinghamshire County Council,
requesting an update regarding the proposed public footpath along the old
Mattersey Road.
05/06/316 CPRE NOTTINGHAMSHIRE BEST KEPT VILLAGE COMPETITION 2006
(a) An email was submitted from Nottinghamshire County Council, informing the
Parish Council of action to be taken with regard to reported repairs, etc.
Resolved: That the Clerk contact Nottinghamshire County Council regarding
further work necessary.
(b) Letters were submitted from the competition organisers, giving details of
the judges’ comments in respect of the 2005 competition:
Everton
Houses and gardens well looked after and attractive;
The two public houses had impressive floral decorations;
Church, Churchyard and Village Hall well maintained;
Metcalfe Recreation Ground awarded a Certificate of Merit;
Some hedges and verges were overgrown and untidy, particularly in the
Gainsborough Road/High Street/Chapel Lane area;
Some pavements needed sweeping;
Some telegraph poles had old, untidy notices and advertisements on them;
The notice board at the Village Hall was “rather rough” compared with other
villages.
CONCLUSION: Everton would do well in future if more community effort was
expended on the neglected areas.
Harwell
An unspoilt village with impressive individual properties;
A lack of community effort compared with other villages;
The entrance to Harwell and other public parts could have done better.
CONCLUSION: Harwell scored sufficient highly on its first entry to justify
hopes of a much better position given a little more community involvement.
Resolved: That the Clerk publicise these findings in HEDS Together, and also
write to key players along the lines now indicated.
05/06/317 A631 – INTERACTIVE SIGNS
Pursuant to Minute No. 05/06/294 of February, 2006, an Email was submitted
from Nottinghamshire County Council, confirming that the signs were on order
and would be installed on delivery.
Resolved: That the Clerk write an article for HEDS Together, updating the
public as to recent developments and the current position.
05/06/318 METCALFE RECREATION COMMITTEE
A copy letter was submitted from the Head Teacher, Ms. Jenny Lane, to the
Secretary of the Metcalfe Recreation Committee. The letter referred to the
disappointment of the school governors over the increased rental fees for the
Metcalfe Field for 2006/07, and also referred to the possibility of a service
level agreement.
Councillor Woods elaborated on the letter, informing Members that Ms. Lane, in
sending the copy letter to the Parish Council, was essentially requesting
financial assistance from the Parish Council.
Resolved: That Ms. Lane be informed that the Parish Council was unable to
assist, as there was no funding available, the 2006/07 budget having been set
in January. There was no allocated provision within the Section 137 element of
the budget, and, in any case, it was doubtful whether a donation to the school
would be permissible because of constraints set by subsection 137(1)(a). The
Parish Council trusted that resolution would be found from dialogue between
the school and the Metcalfe Recreation Committee.
05/06/319 CLERKS’ SALARIES AWARD 2006/07 AND TRAVELLING EXPENSES APPLICABLE
FOR 2005/06
Details were given of the recent National Association of Local Councils
settlement.
Councillor Jefferies again expressed the opinion that the car allowance rates
were excessive, and made a suggestion as to reducing costs to the Parish
Council.
05/06/320 CRIME STATISTICS
The crime statistics for February were noted.
05/06/321 STREET NAMING AND NUMBERING
Letter was submitted from Bassetlaw District Council, seeking the Parish
Council’s observations on proposals to name and number the four new houses off
Harwell Sluice Lane, Harwell.
Resolved: That no adverse comment be made.
05/06/322 PARISH COUNCILS LIAISON GROUP
Letter was submitted from Bassetlaw District Council, advising that the next
meeting of the Group would be on the amended date of 22nd March, 2006.
05/06/323 THE EAST MIDLANDS REGIONAL RURAL DEVELOPMENT FRAMEWORK
THE EAST MIDLANDS RURAL ACTION PLAN
THE RURAL DEVELOPMENT PROGRAMME FOR ENGLAND 2007-2013
Letter was submitted from Bassetlaw District Council enclosing a leaflet
regarding consultation on the above. The leaflet would be circulated amongst
Members.
05/06/324 THE FUTURE OF BASSETLAW PRIMARY CARE TRUST
Letter was submitted from Mr. John Mann, MP, thanking parish councils for
their assistance over the above matter.
05/06/325 HARWELL WOODS – GREY SQUIRRELS
Pursuant to Minute No. 05/06/279(a) of February, 2006, a letter was submitted
from Thornely Taylor Estates Company explaining the problems involved in
controlling the grey squirrel population.
The Clerk was asked to inform the Estates Company of an alternative control
method.
05/06/326 LITTER AND DOG FOULING
Letter was submitted from Mr. M. Boulby, expressing concern over the above
problem at Cross Lane and Everton Sluice Lane, and suggesting provision of a
dog waste bin.
Resolved: That Mr. Boulby be informed that the Parish Council would be happy
to provide a dog waste bin, at the junction of Cross Lane and Everton Sluice
Lane, if a volunteer or volunteers could be found to empty it.
05/06/327 MOTOR CYCLES IN HARWELL WOODS
The Clerk was asked to inform P.c. Gregson of a recurrence of the above
problem.
05/06/328 EVERTON PRIMARY SCHOOL – TRANSPORT AND PARKING
Councillor Jefferies made an enquiry about transport to school, and also
commented on the parking situation outside the school.
Councillor Woods agreed to furnish Councillor Jefferies with a copy of the
Travel to School Plan.
05/06/329 NOTTINGHAMSHIRE COUNTY COUNCIL - BUILDING BETTER COMMUNITIES
SCHEME
The Clerk was asked to enquire whether the two schemes submitted by the Parish
Council had yet been determined.
05/06/330 THE BASSETLAW PLANNING PROCESS
District Councillor Martin left the meeting at this point and did not return.
Pursuant to Minute No. 05/06/302 of February, 2006, the Clerk confirmed that,
on 7th February, 2006, he received an Email from Mr. J. Kehoe, Head of
Planning Services at Bassetlaw District Council, stating that Councillor Isard,
Cabinet Member for Planning, had suggested that the meeting with him and
Councillor Quigley, Leader of the Council, requested by the Parish Council but
previously refused, should go ahead after all.
In consultation with Councillor Dunn, the Clerk had informed Mr. Kehoe that a
meeting would not be necessary if only the information requested in the Parish
Council’s letter of 7th June, 2006 could be provided. That letter had since
arrived and had been circulated with the agenda. It was now considered by the
Parish Council.
Resolved: That Mr. Kehoe be informed that, as the requested information had
now been provided, the decision to make complaints about the conduct of
Councillors Isard and Quigley to the Standards Board for England would not now
be implemented. However, Mr. Kehoe would also be informed of the Parish
Council’s grave disappointment over the fact that he and others wrongly
insisted for several months that the requested information had already been
provided, leading to a serious waste of time and money. Councillors Isard and
Quigley and the Acting Chief Executive would also be informed accordingly.
