Minutes of a meeting of the Council 
held in the Village Hall on Monday 6th December, 2004

04/05/206 APOLOGIES

An apology for absence was submitted from Councillor Marsh (family commitment).

04/05/207 DECLARATIONS OF INTEREST

There were no declarations of interest. 

04/05/208 MINUTES OF THE LAST ORDINARY MEETING OF THE COUNCIL, HELD ON 1ST NOVEMBER, 2004

The Minutes of the last ordinary meeting of the Council, held on 1st November, 2004, were approved as a correct record.

04/05/209 MINUTES OF AN EXTRAORDINARY MEETING OF THE COUNCIL, HELD ON 24TH NOVEMBER, 2004

The Minutes of an extraordinary meeting of the Council, held on 24th November, 2004, were approved as a correct record.

04/05/210 MATTERS ARISING 

The Chairman reported that, pursuant to Minute No. 04/05/178(c), she had met Officers from A1 Housing Bassetlaw Ltd., who had assured her that additional lighting was to be provided at Carr View. She was awaiting firm details.

04/05/211 PUBLIC DISCUSSION

No members of the public were present 

04/05/212 ACCOUNTS

Resolved:- That the December Accounts be approved for payment.

04/05/213 BANK RECONCILIATION

Members received the bank reconciliation statement to 31st October, 2004. 

04/05/214 BUDGET MONITORING

There were no changes which needed reporting.

04/05/215 RISK

There were no changes to the Parish Council's risk profile since the last meeting. 

The Clerk submitted a report on the full-day course on risk assessment which he had attended at Farnsfield on Saturday 27th November, 2004. He was now in a position to begin preparation of a risk assessment policy for the Parish Council and the Joint Burial Committee, which would be completed over the next few months.

04/05/216 MEMBERS’ SURGERIES

Councillor Bardsley held a surgery on 20th November, 2004. No members of the public attended.

The Clerk, at the suggestion of Councillor Bardsley, was to prepare notices for Members holding surgeries to display at the Village Hall.

04/05/217 PARISH PLAN

The minutes of the first meeting of the Parish Plan Working Group, held on 15th November, 2004, were submitted. Councillor Bardsley had been elected Chairman of the Working Group, and he submitted a report on developments.

During the discussion, the Chairman reported on aspects of the recent Parish Council Liaison Group meeting at Worksop, at which a report was submitted on local Parish Plans, including Everton’s.

A letter was also submitted from Mrs. Jan Bailey, on behalf of the Community Action Group, requesting the Parish Council to make enquiries about the possibility of introducing mains gas into Everton.

Resolved:- That the Clerk make enquiries with the relevant Authorities as to the possibility of mains gas being introduced into Everton. 

04/05/218 NORTH EAST BASSETLAW FORUM 

District Councillor Martin informed Members that the next meeting would be at Beckingham on 19th January, 2005.

04/05/219 QUALITY PARISH COUNCIL ACCREDITATION

A brief discussion took place about the possibility of the Parish Council having a logo, but there was little enthusiasm for the idea.

04/05/220 PARISH PATHS PARTNERSHIP

Pursuant to Minute No. 04/05/187 of November, 2004, the Clerk reported that he had heard nothing further from Mr. Shuldam. He had, however, received a letter from Mattersey Parish Council expressing support for the creation of the proposed public footpath on the old Mattersey Road. 

Resolved:- That the Clerk press on with the application for a public path creation order.

04/05/221 A631 

Letter was submitted from Nottinghamshire County Council, stating as follows:

(a) With regard to the new pedestrian refuge, the demountable bollard had arrived and would be installed during the next few weeks.

(b) With regard to the request for permanent interactive signs, certain traffic criteria needed to be reached in order for a bid for funding for 2005/06 to be successful.

A discussion ensued, when Members observed firstly that a beacon had been promised for the pedestrian refuge, not a bollard, and secondly that no mention of traffic criteria had been made previously regarding interactive signs. Members also observed that on the Scaftworth bypass, a majority of the new cats eyes were inoperative, thus creating a serious safety hazard.

Resolved:- That the Clerk write to Nottinghamshire County Council, raising the issues mentioned by Members. 


04/05/222 HIGH STREET - REQUEST FOR TRAFFIC REGULATION ORDER

Letter was submitted from Nottinghamshire County Council, apologising for not replying to Mr. Sykes’ letter about the difficulty experienced by large vehicles in travelling along High Street, and confirming that the Parish Council's request for double yellow lines had been added to the programme. Unfortunately, High Street was a very low priority compared with other similar schemes, and it might be several years before an order was made.

Resolved:- That Nottinghamshire County Council be informed that the situation was worsening steadily, and that farm vehicles were experiencing great difficulty in travelling along High Street.

04/05/223 TUNNEL TECH NORTH LTD. 

The Clerk reported that Councillor Marsh intended to attend the liaison meeting on 9th December, 2004.

04/05/224 METCALFE RECREATION COMMITTEE

The Chairman reported that she would shortly be in a position to sign the hire booking agreement with the Metcalfe Recreation Committee.

04/05/225 NOTTINGHAMSHIRE POLICE - COMMUNICATIONS

Pursuant to Minute No. 04/05/157 of October, 2004, a letter was submitted from Nottinghamshire Police, regarding the difficulties experienced by people in telephoning the Police. The letter stated that performance was constantly reviewed. 90% of all 999 calls were being answered within 10 seconds and 70% of other calls within 30 seconds.

As regards 999 calls being diverted to South Yorkshire, this was an issue that was currently being addressed.

04/05/226 EVERTON’S POSTAL ADDRESS

Pursuant to Minute No. 04/05/157 of October, 2004, a letter was submitted from Royal Mail, explaining the basis on which postal addresses were allocated. There were no plans to alter Everton’s postal address.

04/05/227 FIVE VILLAGES FIRST RESPONDER SCHEME

Letter was submitted from the First Responder Scheme, giving details of its emergency medical response programme, and requesting financial assistance.

Resolved:- 

(a) That a donation of £150 be made in 2004/05, and consideration be given to a donation in 2005/06 at the next meeting.

(b) That the First Responders be requested to publicise their service in HEDS Together.

04/05/228 COMMUNITY SHOPS

The Chairman reported that arrangements were being made for a visit to a community shop in early 2005.

04/05/229 NUTCROFT WAY

A discussion took place about the fact that recent development at Barrow Cragg had narrowed Nutcroft Way, with the result that emergency vehicles may have difficulty in negotiating the lane to the next property along - Micklebring. During the discussion, concern was also expressed over the need to maintain the lane for use by walkers and as an access to the agricultural field at the end.

Resolved:- That the Clerk make enquiries with Nottinghamshire County Council Highways Department and also the Rights of Way Department. 

04/05/230 RUBBISH CLEARANCE FROM ROADSIDES, DYKES AND HEDGES

Letter was submitted from Councillor Hugh Burton, of Sturton Ward, inviting the Parish Council to make a bid for funding for a pilot scheme in respect of the above.

Resolved:- That, whilst applauding Councillor Burton’s efforts, he be informed that the Parish Council did not feel it could act as requested because of the dangerous nature of the roads (A631 in particular), insurance and health and safety considerations.

04/05/231 LOCAL TRANSPORT PLAN RURAL SCHEMES

Members noted a letter from Nottinghamshire County Council regarding the above.

04/05/232 CRIME STATISTICS

There was no reported crime in November.

Members noted P.c. Gregson’s observations on the level of crime in earlier months.
04/05/233 DOG WASTE

Pursuant to Minute No. 04/05/198 of November, 2004, the Clerk reported that Bassetlaw District Council did not provide dog waste bins. Ordinary bins could be used for dog waste, but the problem was that the Parish Council, being in receipt of street cleaning grant, would be required to empty any such bins.

District Councillor Martin informed Members of an individual who may be able to help in this matter, and the Clerk undertook to contact the individual concerned.

04/05/234 WWW.BUYENGLAND.COM - PLOTS OF LAND FOR SALE AT BROOMFIELD LANE, EVERTON

Pursuant to Minute No. 04/05/199 of November, 2004, District Councillor Martin informed Members that Bassetlaw District Council had resolved to issue a direction under article 4(1) of the Town and Country Planning (General Permitted Development) Order 1995, to remove permitted development rights at this site. The effect of the direction was to prevent the site being divided up with pegs, stakes, fences, etc. or the creation of hardstandings 

Members also noted a newspaper article relating to action taken by the Advertising Standards Authority with regard to another company offering plots of land for sale without planning permission.

04/05/235 PAROCHIAL CHRISTMAS PARTY 

Letter was submitted from the Everton Social Committee, thanking the Parish Council for its donation towards the Christmas Party.

04/05/236 BUS SHELTER ON MATTERSEY ROAD

The Clerk agreed to have repairs undertaken to the above bus shelter.

04/05/237 PRIMARY SCHOOL LEAGUE TABLES 

The Chairman informed Members of the excellent news that Everton Primary School had jointly-topped the recently-published league tables.

Resolved:- That a letter of appreciation be sent to the Head Teacher.

04/05/238 STANDARDS TRAINING

Members noted a letter from Bassetlaw District Council offering standards training.

04/05/239 DRAFT POLICING PLAN 

Letter was submitted from Nottinghamshire Police Authority, enclosing a copy of the Draft Policing Plan.

In view of the limited time for responses, Members agreed to circulate the document and inform the Clerk of any observations.

04/05/240 CHRISTMAS ILLUMINATIONS

A brief discussion took place regarding the possibility of the Parish Council providing Christmas illuminations in future years, but the general consensus was that illuminations were best left to residents.

04/05/241 AREA COMMITTEE

The Chairman informed Members that, following reorganisation, there was to be one area committee for the Bassetlaw area.

04/05/242 BASSETLAW PARISH COUNCILS LIAISON GROUP 

The Chairman, who had attended the meeting held on 29th November, 2004, informed Members that Bassetlaw District Council was to write to all parish councils asking for their views on services which were considered to be double-rated.

04/05/243 LAND MANAGEMENT 

The Chairman, who had recently attended a Countryside Agency conference in Birmingham regarding land in rural areas, had been impressed by the suggestion of local land management where there was a community of interest. She pointed out in particular the link between the contiguous Parishes of Everton, Gringley on the Hill and Misterton, which shared the common feature of Carr (drained) land. 

04/05/244 DEMOLITION OF GRADE II LISTED PIGEONCOTE AND UNAUTHORISED DEVELOPMENT AT MANOR FARM, HARWELL

District Councillor Martin left the meeting at this point.

Pursuant to Minute No. 04/05/200 of November, a letter was submitted from Bassetlaw District Council, stating that options were being evaluated and stressing that Bassetlaw District Council did regard the matter as serious. The Senior Planner (Heritage and Conservation) was prepared to meet the Chairman to discuss the matter.

Resolved:- That the proposed meeting take place, but that Bassetlaw District Council be informed that the Parish Council was concerned at the slow rate of progress on this important matter.

Resolved:- That Bassetlaw District Council be informed that, whilst the Parish Council appreciated the fact that its objection to the original application was unsuccessful, and that the principle of development had been approved, it still wished to stress that it was unhappy with this particular development for reasons already given at 1/19/04/18.

Resolved:- That Bassetlaw District Council be informed that, whilst the Parish Council did not object to the re-erection of the wall, it did object to this particular proposal which involved a considerably different wall to the existing wall within the Conservation Area. The Parish Council wished to see the new wall be as similar as possible to the existing wall, using buttresses instead of piers and not using blue bricks.
