EVERTON PARISH COUNCIL
Minutes of a meeting of the Council held in the
Village Hall on Monday 7th March, 2005

04/05/299 APOLOGIES
Apologies for absence were submitted from Councillors de Bel (unwell) and Troop (unwell).
04/05/300 DECLARATIONS OF INTEREST
Councillor Jefferies declared a personal interest at agenda item 13 (NALC Northern Area Committee Reports), being the Parish Council representative on the Northern Area Committee.
Councillor Marsh declared a personal interest at agenda item 32 (Planning Applications), being a neighbour of the applicant at 19/05/6 - Demolish existing outbuildings and erect one dwelling at Carr Hill Farm, Harwell Lane, Harwell
04/05/301 MINUTES OF THE LAST ORDINARY MEETING OF THE COUNCIL, HELD ON 7TH FEBRUARY, 2005
The Minutes of the last ordinary meeting of the Council, held on 7th February, 2005, were approved as a correct record.
04/05/302 MATTERS ARISING
There were no matters arising.
04/05/303 PUBLIC DISCUSSION
(a) Several Harwell residents attended the meeting to inform the Parish Council of their concerns regarding planning application 19/05/5 - Demolish existing dwelling at Micklebring Lodge, Nutcroft Way, Harwell, which was to be considered later in the meeting.
The residents, whilst not objecting to demolition of the existing dwelling and its replacement, considered that the proposed dwelling was too high and not in keeping with the character of Harwell. They also drew attention to the square footage of the proposed dwelling, which they considered to be not much smaller than the recently-extended Barrow Cragg across the lane, in respect of which retrospective planning permission had been refused.
The residents considered that the proposed dwelling was aesthetically unacceptable with regard to its position on the contour of the land.
Finally, the residents expressed the view that granting of planning permission would set a precedent, with the risk of more applications following to replace single storey dwellings with twin storey dwellings.
District Councillor Martin left the meeting at the commencement of the abovementioned discussion and returned when discussion was completed.
(b) The Chairman asked the Harwell residents if they knew the route used to bring the recently-arrived tree removal machinery into the woods at Barrow Hills, but no-one knew the answer.
04/05/304 ACCOUNTS
Resolved:- That the March Accounts be approved for payment.
04/05/305 BANK RECONCILIATION
Members received the bank reconciliation statement to 31st January, 2005.
04/05/306 BUDGET MONITORING
There were no changes which needed reporting.
04/05/307 RISK
The Clerk submitted a draft risk assessment policy for consideration by Members.
Resolved:-
(a) That the document be approved, subject to the amendments now agreed.
(b) That, in consultation with Members, the Clerk prepare an inspection schedule relating to the Parish Council's street furniture, etc., allocating responsibility for periodic inspection and reporting to individual Members.
(c) That the kind offer of Councillor Dunn to prepare a risk assessment specifically covering Member, staff and volunteer work at Barrow Hills SSSI and Pusto Hill Woods be accepted.
04/05/308 MEMBERS’ SURGERIES
Consideration was given to an offer by P.c. Gregson to join Members at bi-monthly surgeries.
Resolved:- That P.c. Gregson’s offer be accepted, subject to review after the May surgery.
04/05/309 NALC NORTHERN AREA COMMITTEE
The Chairman gave a brief report of the inaugural meeting of the Northern Area Committee, which she had attended on 21st February, 2005 at Retford.
The main aim of the Committee would be to feed issues into the Bassetlaw Parish Liaison Committee, with guest speakers being invited to attend whenever key issues demanded. At the meeting, ten people present volunteered to serve on the Bassetlaw Parish Liaison Committee.
Two issues in particular were discussed at the inaugural meeting. The first issue was that of double taxation in parished areas, and the second issue was that of concerns relating to the A1 at Elkesley. With regard to double taxation, a letter had been sent out to all Bassetlaw parish councils by Bassetlaw District Council, and would be discussed later in tonight’s meeting. With regard to the Elkesley A1 issue, the Committee had not been able to pursue it in any depth owing to the lack of information available.
04/05/310 PARISH PATHS PARTNERSHIP
(a) Councillor Dunn confirmed that the new P3 leaflets had arrived and were in the process of being delivered to every household in the Parish.
(b) Pursuant to Minute No. 04/05/286(b)(ii) of February, 2005, the Clerk submitted letters from residents of Everton and Mattersey in support of the Parish Council's endeavours to have a public path creation order made in respect of the old Mattersey Road. More letters were expected.
(c) Pursuant to Minute No. 04/05/257(c) of January, 2005, Members agreed that, in the event of positive consultation with Thornely Taylor Estates Company, the Clerk would write an article for HEDS Together requesting residents to submit to him written evidence of long usage and need in respect of the proposed public footpath along Nutcroft Way into Barrow Hills.
(d) Councillor Dunn confirmed that he would visit Croft Farm, Tethering Lane over a complaint from a Gringley resident that a footpath finger post pointed in the wrong direction and that a short length of barrier fencing was required.
(e) Councillor Dunn informed Members that Mr. C. Chadburn had expressed his appreciation to the Parish Council for providing the dog waste bin at Pinfold Lane, which had recently been installed by Councillor Dunn.
04/05/311 A631
(a) Pursuant to Minute No. 04/05/287(a) of February, 2005, the Clerk reported that the recently-acquired governor box for the new beacon was not the correct one. A new one was required, and it was now anticipated that the beacon would be installed during the next two weeks.
(b) Pursuant to Minute No. 04/05/287(b) of February, 2005, the Clerk reported that he had made further enquiries with Nottinghamshire County Council as to the position regarding the provision of permanent interactive signs, and was expecting a response shortly.
(c) Councillor Maclagan informed Members that he had been approached by residents about the need for a street light at the junction of Harwell Road and the A631, to replace the light that was removed some years ago.
Resolved:- That the Clerk take the matter up with Nottinghamshire County Council.
04/05/312 HIGH STREET
Pursuant to Minute No. 04/05/277(b) of February, 2005, consideration was given to a letter from Mr. A. Knight, Clayton House, High Street, Everton, objecting to the introduction of new parking restrictions on High Street, as they would leave him with nowhere convenient to park his car.
Resolved:- That the Clerk write to Nottinghamshire County Council, requesting that, when the order was eventually made, one resident’s parking space be allowed.
04/05/313 DRAKEHOLES - 30 MPH SPEED RESTRICTIONS
Letter was submitted from Nottinghamshire County Council, giving details of proposed 30 mph speed restrictions to be introduced at Drakeholes.
Resolved:- That Nottinghamshire County Council be informed that the Parish Council supported the proposals.
04/05/314 TUNNEL TECH NORTH LTD.
There were no new developments to report.
04/05/315 FIRST RESPONDERS
Pursuant to Minute No. 04/05/289 of February, 2005, correspondence was submitted from East Midlands Ambulance Service Trust and Five Village First Responders.
The former letter explained that Everton was situated within the catchment area of both Five Villages First Responders and Blyth Neighbourhood First Responder Unit. With regard to NHS funding, the letter explained that resources had been increased in the Retford area, with an extra ambulance operating full time. However, the problem of covering such a vast area was supplemented by volunteer groups who were forging strong links with the community.
The letter from Five Villages First Responders dealt in detail with the work of the voluntary community responders and confirmed that Everton benefited from overlap. An offer was made to send half of the 2004/05 donation from the Parish Council to Blyth Neighbourhood First Responder Unit.
A discussion followed, when the pros and cons of overlap were debated.
Resolved:-
(a) That Five Villages First Responders be informed that the Parish Council was happy for half of its 2004/05 donation to be sent to Blyth Neighbourhood First Responder Unit.
(b) That, in 2005/06, the Community Responder Partnerships donation of £150 previously agreed be increased to £200, to be given in equal amounts to Five Villages First Responders and Blyth Neighbourhood First Responder Unit.
04/05/316 FREEDOM OF INFORMATION ACT
Pursuant to Minute No. 04/05/290 of February, 2005, the Clerk submitted a revised Parish Council Publication Scheme.
Resolved:- That the revised Publication Scheme be approved.
04/05/317 CLEAN NEIGHBOURHOODS AND ENVIRONMENT BILL
Letter was submitted from the Minister for Rural Affairs and Local Environmental Quality, giving details of the above Bill which, inter alia, gave parish councils new powers to issue fixed penalty notices for litter, dog control, graffiti and fly posting.
04/05/318 NOTTINGHAMSHIRE ASSOCIATION OF LOCAL COUNCILS
Members noted a letter from the National Association of Local Councils, requesting assistance from parish councillors in running the Association. Members were requested to consider the letter individually and consider whether they could assist.
04/05/319 DOUBLE TAXATION
Letter was submitted from Bassetlaw District Council, inviting the Parish Council to put its case to Bassetlaw District Council if it considered that any services provided by the Parish Council were being funded by double taxation.
A discussion took place regarding the Parish Council's response, when the Clerk was asked to seek further information from Bassetlaw District Council before preparing a draft for approval by the Chairman.
04/05/320 NOTTINGHAMSHIRE COUNTY COUNCIL STATEMENT OF COMMUNITY INVOLVEMENT - KEY ISSUES CONSULTATION
Because of the tight deadline of 4th April, 2005, the Chairman agreed to complete the consultation questionnaire.
04/05/321 THE STANDARDS BOARD FOR ENGLAND - A CODE FOR THE FUTURE
Members agreed to study the consultation document, copies of which had been circulated, with a view to individual responses being submitted if considered appropriate.
04/05/322 EAST MIDLANDS REGIONAL ASSEMBLY - CONSULTATION ON THE DRAFT EAST MIDLANDS REGIONAL FREIGHT STRATEGY
Because of the tight deadline of 14th April, 2005, Councillor Bardsley kindly agreed to complete the consultation questionnaire.
04/05/323 EAST MIDLANDS REGIONAL ASSEMBLY - CONSULTATION ON THE DRAFT EAST MIDLANDS REGIONAL WASTE STRATEGY
Because of the tight deadline of 14th April, 2005, Councillor Dunn agreed to complete the consultation questionnaire.
04/05/324 LIGHTING AT CARR VIEW, EVERTON
Pursuant to Minute No. 04/05/277(a) of February, 2005, the Clerk informed Members that A1 Housing Bassetlaw Ltd. had visited the resident who had complained about the new street light, and it was expected that the matter would be satisfactorily resolved.
A1 Housing Bassetlaw Ltd. also intended to provide individual wall lights for these properties. Consultation with residents had elicited positive feedback.
04/05/325 ROBIN HOOD AIRPORT
Members observed that there had been no contact from Peel Airports Ltd. since the meeting with Parish Plan representatives in 2004.
Resolved:- That the Clerk make enquiries with Peel Airports Ltd.
04/05/326 CRIME
The crime statistics for February were submitted.
04/05/327 HARWELL WOODS PROBLEMS
Pursuant to Minute No. 04/05/278 of February, 2005, the Clerk reported on action taken since the meeting. A site meeting was to take place on 10th March, 2005, at which P.c. Gregson and Mr. Scourfield, of Thornely Taylor Estates Co., were to be present. Parish Council representation was required.
Councillors Maclagan and Marsh kindly offered to attend.

District Councillor Martin left the meeting at this point.

Demolish existing dwelling and erect replacement dwelling at Micklebring Lodge, Nutcroft Way, Harwell
Resolved:- That Bassetlaw District Council be informed that the Parish Council strongly objected to this application on the following grounds:
1. The proposed dwelling was not in keeping with the character of the area, being of a two storey design. The Parish Council remained of the opinion, expressed in connection with other recent planning applications at Harwell, that development in Harwell should be single storey only, in order to preserve the quality of Harwell as a hamlet.
2. If a precedent for two storey development was established, then it would become difficult to prevent other development of a similar nature in this area.
3. At approximately 9.5 metres high, the property would be higher than neighbouring Barrow Cragg, which was recently raised to 8.7 metres without planning permission. Retrospective planning application was subsequently refused as being not in keeping and out of character with the area.
