EVERTON PARISH COUNCIL
Minutes of the Annual Meeting of the Council held in the
Metcalfe Tea Rooms on Monday 9th May, 2005
Present:- Councillors Bacon, Bardsley, de Bel, Dunn, Jefferies and Maclagan
05/06/1 ELECTION OF CHAIRMAN
Resolved:- That Councillor Dunn be elected Chairman for the ensuing year. Councillor Dunn assumed the chair at that point.
05/06/2 DECLARATION OF ACCEPTANCE OF OFFICE
Councillor Dunn signed his declaration of acceptance of office of Chairman.
05/06/3 APOLOGIES
Apologies for absence were submitted by Councillors Marsh (unwell), Troop (unwell), Woods (at work) and District Councillor Martin.
05/06/4 DECLARATIONS OF INTEREST
Councillors Bardsley, de Bel and Jefferies each declared a personal interest at agenda item 23 (North East Bassetlaw Forum Reports), being members of the North East Bassetlaw Forum.
Councillor Jefferies declared a personal interest at agenda item 24 (NALC Northern Area Committee Reports), being the Parish Council representative on the Northern Area Committee.
Councillor Bacon declared a prejudicial interest at agenda item 45 (Planning Applications - 10 Long Meadows, Everton) being a neighbour, and left the meeting during consideration of that item.
05/06/5 ELECTION OF VICE-CHAIRMAN
Resolved:- That Councillor Maclagan be re-elected Vice-Chairman for the ensuing year.
05/06/6 MINUTES OF THE LAST ORDINARY MEETING OF THE COUNCIL
The Minutes of the last ordinary meeting of the Council, held on 4th April, 2005, were approved as a correct record.
05/06/7 MINUTES OF AN EXTRAORDINARY MEETING OF THE COUNCIL
The Minutes of an extraordinary meeting of the Council, held on 25th April, 2005, were approved as a correct record.
05/06/8 MATTERS ARISING
There were no matters arising from the Minutes.
05/06/9 PUBLIC DISCUSSION
(a) Members of the public requested the support of the Parish Council in objecting to Planning application 19/04/29 (amendment) - Erect 4 detached dwellings and construct new access on land off Sluice Lane, Harwell.
The matter was included on the agenda and would be considered later in the meeting.
(b) Members of the public complained that Planning Application 19/05/5 - Demolish existing dwelling and erect replacement dwelling at Micklebring Lodge, Nutcroft Way, Harwell - had been granted planning permission by officers instead of being determined by the Planning Committee when there were several strong objections against it, including one from the Parish Council. It was pointed out that the approved dwelling was higher than the unauthorised dwelling across Nutcroft Way at Barrow Cragg.
The Clerk informed the meeting that he had sent an E-mail to the Head of Planning Services on 27th April, 2005 about this matter, but had not yet had a reply.
Resolved:
(i) That the Clerk write further to the Head of Planning Services, requesting a reply to his E-mail of 27th April, 2005.
(ii) That the Clerk enquire of the Head of Planning Services as to why Harwell residents who had objected to the application had been sent a copy of the decision notice when the Parish Council hadn’t.
(iii) That, as a matter of future policy, the Parish Council inform Bassetlaw District Council that it expected all applications deemed to be contentious to be determined by the Planning Committee.
(c) Questions were asked about certain air traffic from the new Robin Hood Airport flying in the Everton area.
The Clerk agreed to make enquiries.
05/06/10 ACCOUNTS
Resolved:- That the May Accounts be approved for payment.
05/06/11 BANK RECONCILIATION
Members received the bank reconciliation statement to 31st March, 2005.
05/06/12 BUDGET MONITORING
There were no changes which needed reporting.
05/06/13 RISK REVIEW AND ASSET INSPECTION
(a) A number of items requiring repair were reported, and the Clerk agreed to take action.
(b) Resolved: That safety waistcoats for the Primary School and the Brownies to use when street cleaning be paid for from Parish Council funds, as opposed to the Street Cleaning Grant.
05/06/14 ACCOUNTS FOR THE YEAR ENDED 31ST MARCH, 2005
The Clerk submitted the Accounts for the Year Ended 31st March, 2005, which included the following documents:-

Ÿ Supporting Notes to the Accounts
Ÿ Annual Return - Sections 1 (Statement of Accounts) with explanation of significant variations & Section 2 (Statement of Assurance)
Resolved:-
(a) That the Accounts be approved.
(b) That all elements of the Statement of Assurance be answered in the affirmative.
05/06/15 QUALITY WORKING PARTY
Resolved: That Councillors Bardsley, Dunn and Jefferies continue to represent the Parish Council on the Quality Working Party.
05/06/16 PARISH PLAN WORKING PARTY
Resolved: That Councillors Bardsley, Dunn and Jefferies continue to represent the Parish Council on the Parish Plan Working Party.
05/06/17 NORTHERN AREA COMMITTEE
Resolved:- That Councillor Jefferies continue to represent the Parish Council on the Northern Area Committee.
05/06/18 NORTH EAST BASSETLAW FORUM
Resolved:- That Councillors de Bel and Jefferies continue to represent the Parish Council and Councillor Bardsley continue to represent the Parish Plan on the North East Bassetlaw Forum.
04/15/19 WELLS CHARITY
Resolved:- That Councillor Jefferies be reappointed as the Parish Council's representative on the Wells Charity for a three year term commencing May, 2005.
05/06/20 PAROCHIAL SCHOOL ENDOWMENT
Resolved:- That Councillor de Bel be appointed as the Parish Council's representative on the Parochial School Endowment for a three year term commencing May, 2005.
05/06/21 UNITED CHARITIES
Resolved:
(a) That Eveline Travis and Beryl Peck be reappointed trustees for a three year term commencing May, 2005.
(b) That Norma Charles be appointed trustee, to replace Margaret Firth, Deceased, for the remainder of a three year term ending May, 2006.
05/06/22 BASSETLAW PARISH LIAISON COMMITTEE
An update on issues arising from the meeting of the Committee held on 6th April, 2005 was submitted by Councillor Hugh Burton. The update made particular reference to Speedwatch, which was being piloted by the Police in Newark and Sherwood.
05/06/23 QUALITY COUNCIL ACCREDITATION
The Clerk reported that the Annual Report needed to be approved by the Parish Council at its meeting on 6th June, 2005, before being distributed during June.
05/06/24 TUNNELTECH NORTH
Owing to Councillor Marsh’s absence, this matter would be deferred until the next meeting.
05/06/25 PARISH PATHS PARTNERSHIP
Pursuant to Minute No. 04/05/343(a) of April, 2005, the Clerk reported that a 69 name petition supporting the proposed public path creation order at old Mattersey Road had been collected in Mattersey Post Office and forwarded to Nottinghamshire County Council.
Resolved: That the evidence collected by the Parish Council be now submitted to the County Council as well.
05/06/26 PARISH PLAN
Councillor Bardsley informed Members that there was nothing new to report since his comprehensive report to the Annual Parish Meeting on 25th April, 2005.
05/06/27 A631 MATTERS
(a) Pursuant to Minute No. 04/05/344(a) of April, 2005, the Clerk reported that he was still awaiting firm news on installation of the beacon on the pedestrian refuge.
(b) Pursuant to Minute No. 04/05/344(b) of April, 2005, the Clerk reported receipt of confirmation by Nottinghamshire County Council that it was to replace the hardstanding and bus shelter on the A631. No guarantees could be given on timescales, but it was hoped that the new shelter would be erected by the end of the summer, and, failing that, within a maximum of a year.
Resolved: That, in the circumstances, no further action be taken with regard to a possible insurance claim.
05/06/28 MEMBERS’ SURGERY ITEMS
(a) Pursuant to Minute No. 04/05/338 of April, 2005, a letter was submitted from Bassetlaw District Council, indicating that the issue of street nameplate signage at Gainsborough Road was being investigated.
(b) Pursuant to Minute No. 04/05/338 of April, 2005, a letter was submitted from Nottinghamshire County Council, stating that there was an environmental weight limit around Sutton cum Lound preventing lorries travelling south into Sutton. It was also believed that there was a gentleman’s agreement with Tarmac and the other companies on Chainbridge Lane that lorries would travel along Daneshill Road to the A638 and not travel north along the roads to Mattersey. Unfortunately, a record of this agreement could not be found at the County Council offices.
Resolved: That the Clerk press the County Council for full information regarding this matter.
05/06/29 HARWELL WOODS PROBLEMS
Pursuant to Minute No. 04/05/350 of April, 2005, a letter was submitted from Mr. John Mann, MP, suggesting a meeting regarding the possibility of applying for traffic regulation orders. The Clerk had responded positively, and was awaiting further details of the proposed meeting from Mr. Mann.
The Chairman informed Members that Nottinghamshire Police now had two motorcyclists dedicated to the motorcycle scrambling problem on a part-time basis.
05/06/30 CPRE BEST KEPT VILLAGE COMPETITION 2005
A discussion took place on various aspects of the Parish Council's proposed entry in the above Competition.
Resolved:
(a) That the Clerk have discussions with the organisers about boundary issues, and be authorised to take appropriate action.
(b) That Nottinghamshire County Council and Bassetlaw District Council be requested to take action with regard to a number of highway and signage matters requiring attention.
(c) That the Chairman discuss issues relating to the recreation ground with the Metcalfe Charity Trust.
(d) That the Competition organisers be requested to exclude Northfield Farm from the judging process.
05/06/31 COMMUNITY SUPPORT OFFICERS
Letter was submitted from Chief Superintendent Richard Johnson, giving an overview of crime and policing in his Division, and explaining how Police Community Support Officers (PCSO’s) could be funded by parish councils, jointly where appropriate.
The Clerk informed Members that Gringley on the Hill Parish Council had already requested that this matter be discussed by North East Bassetlaw Forum, on the basis that parish councils could group together to fund the shared cost of employing a PCSO.
Members agreed to await discussion at the North East Bassetlaw Forum, but, in the meantime, Councillor Bardsley would, through the Parish Plan crime section, begin some local research on residents’ possible attitude to an increased precept to fund such costs.
05/06/32 NOTTINGHAMSHIRE ASSOCIATION OF LOCAL COUNCILS TRAINING COURSE - ‘COUNCILLORS BEHAVING BADLY’ - EVERTON - TUESDAY 24TH MAY, 2005
Resolved:- That Councillors de Bel, Dunn, Jefferies and Maclagan be authorised to attend the above training course, together with the Clerk.
05/06/33 SECOND ROUND OF LOCAL TRANSPORT PLANS
Letter was submitted from Nottinghamshire County Council, inviting comments on the Second Round of Local Transport Plans. Members noted that Councillor Bardsley had prepared the Parish Council's submission on the First Round.
Members expressed the view that, with such a large number of consultation documents arriving, it was not possible for Members or the Clerk to fully respond to all of them. This particular document would be circulated amongst Members.
05/06/34 TRAFALGAR WEEKEND
Members noted a letter regarding the above.
05/06/35 BUS SERVICES
Pursuant to Minute No. 04/05/333(a) of April, 2005, detailed correspondence was submitted from Nottinghamshire County Council, explaining the precise situation regarding affected services. The 98/X98 services that had been withdrawn were operated commercially by Road Car with no involvement from the County Council. They were withdrawn because the company could no longer afford to operate them and usage was minimal. Three of the four remaining journeys were financially supported by the County Council.
An E-mail was also submitted from Mrs. Gaynor Resident, who had raised this matter at the Annual Parish Meeting, thanking the Parish Council for obtaining clarification of the matter.
