Minutes of an Extraordinary Meeting of the Council held
in the Village Hall on Tuesday 26th July, 2005

05/06/101 APOLOGIES
Apologies for absence were submitted by Councillors de Bel (on holiday) and Troop (unwell).

Erect two buildings for proposed kennels/cattery at Woodland View, Bawtry Road, Everton
Resolved: That Bassetlaw District Council be informed that, whilst the Parish Council did not object to the proposed buildings, it had concerns over access/visibility splay at this busy location on the A631.

05/06/104 HUTCHINSON 3G UK LTD. – PRE APPLICATION CONSULTATION RE PROPOSED TELECOMMUNICATION MAST AT EVERTON NURSERIES, GAINSBOROUGH ROAD, EVERTON
Letter was submitted from Hutchison 3G UK Ltd., consulting the Parish Council on a proposed planning application for a 15m high telecommunications mast at Everton Nurseries, Gainsborough Road, Everton. The letter was quite unclear and the Clerk had contacted the company to request further information. Unfortunately the further information that had since arrived still left unanswered questions.
Resolved: That no comment be made at this stage.
05/06/105 NEW DEVELOPMENT – FOUR HOUSES AND ACCESS AT SLUICE LANE, HARWELL (19/04/29)
(a) The Clerk reported that, on being informed that the developer had made an access to the site on Pinfold Lane, he had written to Bassetlaw District Council. A reply had been received saying that a breach of conditions was being investigated.
(b) The Clerk reported that Mr. M. Longworth had approached Councillor Marsh to ask if she would like to give advice on the type of hedging suitable for the new development. Following discussions with the Clerk, Councillor Marsh proposed to write to Mr. Longworth thanking him for the opportunity, but pointing out firstly that it would be more appropriate for advice to come from the Parish Council and secondly that she remained unhappy with the development.
Resolved: That Councillor Dunn liaise with Councillor de Bel with a view to advising Mr. Longworth on suitable types of hedging to comply with conditions 7 and 8 of the planning permission.
05/06/106 RETAIN ALTERATONS AND EXTENSIONS TO DWELLING (AMENDMENT TO 19/03/27) AND REGRADING OF GARDEN AREA AT BARROW CRAGG, NUTCROFT WAY, HARWELL – APPEAL REFERENCE NO. APP/A3010/A/05/1184283
Notice of Appeal was submitted. The Clerk informed Members that he had inspected the grounds for appeal and he summarised them. A request for the appeal documentation had been made to Bassetlaw District Council and a copy was expected. The appeal was to be dealt with by an inquiry.
Resolved: That the Clerk write to the Planning Inspectorate on the following lines:
(a) As the appeal appeared to have been lodged out of time, an enquiry be made as to whether it would be allowed to proceed, and, if so, the reasons why.
(b) A request be made for the Parish Council's objections, contained in letters dated 7th September, 2004 and 26th November, 2004, to be considered, and that the Parish Council be given the opportunity to participate in the inquiry if appropriate.
(c) It be pointed out that the appellants referred to an eclectic mix of properties in Harwell, and, whilst that was the case, this development went beyond what the Planning Committee considered to be an acceptable contribution to that eclectic mix. Furthermore, the appellants stated that the locality of the appeal site was such that the ability to view the appeal premises comparably with other premises in the area was limited, but they did choose to specifically compare their unauthorised development with the recent planning approval at Micklebring Lodge.
05/06/107 SURGERY REPORTS
Councillors Bacon and Bardsley submitted a report on the recent surgery, as follows:
(a) Mrs. V. Plant had reported that footpath 1 needed strimming. The Clerk would request Mr. R. Troop to attend to the matter.
(b) Mrs. D. Howe had made an offer of premises for use as a community shop. Councillor Bardsley agreed to discuss the matter with Mrs. S. Hughes as a parish plan issue.
