Minutes of an extraordinary meeting of the Council held in the 
Metcalfe Tea Rooms on Wednesday 29th June, 2005

Change of use of grassland for the siting of a touring caravan for storage, security and occasional use at Mattersey Road, Mattersey

Resolved: That Bassetlaw District Council be informed that the Parish Council strongly objected to this development on the grounds stated below, and wished the application to be considered by the full Planning Committee:

This application was retrospective to a certain extent, the hardstanding having been laid some considerable time ago

The application site was outside the village envelope, identified on the Proposals Map contained in the Local Plan. There was a presumption in the Plan against development outside the envelope except in exceptional circumstances. The site was located in open countryside, on the flood plain, away from any existing settlement. The recently issued Government advice Planning Policy Statement 7: Sustainable Development in Rural Areas (PPS7) carried forward long established national and local policies which sought to protect the countryside for its own sake. PPS7 stated that new building development in open countryside away from existing settlements, or outside areas allocated for development in development plans, should be strictly controlled. The Government’s overall aim was to protect the countryside for the sake of its intrinsic character and beauty, the diversity of its landscapes, heritage and wildlife, the wealth of its natural resources and so it may be enjoyed by all. 

It was not considered that the reasons for the applicant’s wish to locate a caravan on this site provided the special justification needed to set aside stringent countryside protection policies. Such arguments could be repeated on other sites throughout the rural area, the cumulative impact of which would be to erode the character and appearance of the countryside. It was submitted that the proposed development would be contrary to national guidance and the development plan for the area.

It was not considered that it was a violation of the applicant’s human rights to prevent him from living on this site because the planning policies which regulated development in the countryside applied with equal force to the whole population.
